Pursuant to Article 11 of the Santiago de Compostela Agreement, the Board of Regulators comprises of representatives from Portugal – the Portuguese Energy Services Regulatory Authority (ERSE) and the Portuguese Securities Market Commission (CMVM), and from Spain – representatives of the Spanish National Energy Commission (CNE, currently Spanish National Commission on Markets and Competition – CNMC) and the Spanish Securities Market Commission (CNMV).

In the Agreement revising the Santiago Agreement signed in Braga on 18 January 2008, new duties for the Board were embodied whereby the constitution remained the same.

On an organisational basis and pursuant to the Internal Rules and Regulations, the Board of Regulators works together with a Committee of Presidents and a Technical Committee. The Committee of Presidents is comprised of the Presidents from each of the participating authorities and said Presidents are responsible for designating their representatives on the Technical Committee.

The President-in-Office (PiO) shall be held simultaneously for periods of six months on a rotating basis by one of the participating authorities and this requires each State to alternate on an annual basis.
